The Virginia Department of Environmental Quality has partnered with Water Ledger to launch SWaN, a new type of digital marketplace for environmental credits utilizing Hedera.

The platform aims to modernize Virginia’s approach to wetland and stream restoration by increasing efficiency in the buying and selling of environmental credits.

By leveraging Hedera, SWaN offers a real-time look into credit availability and pricing, allowing transactions to occur directly on the platform while ensuring security and auditability

Under Virginia’s “no net loss” policy, any new construction that removes wetlands or streams within the state must properly replace them within the same watershed.

Mitigation banks may usually be used to generate such replacement credits, but existing tracking systems can fail to provide timely or accurate information, causing delays and inefficiencies.

SWaN addresses these challenges by offering a Hedera-based ledger solution that provides permittees with access to credits while ensuring the conservation of completed banks. The result is a more predictable and efficient environmental compliance process.

The adoption of Hedera by the Virginia government represents a milestone for the HBAR network heading into 2026. By powering SWaN, Hedera is able to show its ability to support large-scale public sector applications, combining distributed ledger technology with enterprise security and transparency.
